Policing Insight - Subscription at source 26/5/2020 News From Homicide to Imprisonment: Mapping and Understanding the Flow of Homicide Cases The likelihood that homicides lead to arrest, conviction, and incarceration of the perpetrators varies widely across world regions. To date, we lack a comprehensive framework that can explain the differences in how homicide cases are processed in different jurisdictions, and how this knowledge can be used to hold perpetrators to account, to advance the rule of law, and to promote equal access to justice. This Special Issue seeks to advance the cross-national and comparative analysis of homicide case flows, from suspicious death to imprisonment. In this Introduction, we outline some analytic priorities that may help in moving the field forward. Homicide Studies 26/5/2020 Research article The Flow of Murder Cases Through the Criminal Justice System in A Brazilian City The flow of homicide cases in Brazil can be described as a funnel, as numerous events are reported to the police but only a few are convicted. This article aims to identify the variables influencing time to clearance and time to conviction for murder cases in Belo Horizonte (Minas Gerais) by examining a sample of police investigations (uncleared cases) and criminal proceedings (cleared cases) closed between 2003 and 2013. Using Cox proportional hazard model, we found that time to clearance is affected by crime attributes and police procedures although time to conviction is affected only by arrest in flagrante delicto. Homicide Studies - Registration at source 26/5/2020 Research article Does A Coordinated Program Between the Police and Prosecution Services Matter? the Impacts on Satisfaction and Safety of Domestic Violence Victims Domestic violence–specialized programs have been created by the police or the criminal justice system with the intention of improving victims’ protection. This article examines the impact of the first Portuguese coordinated program, involving a specialized prosecution team and a special police unit, the experience of victims in encountering with authorities, and the fulfillment of their expectations on victims’ satisfaction and safety. Data were collected through a telephone survey, using a two-group quasi-experimental design, at two waves (3 and 12 months after the crime report). Victims from the experimental group are more satisfied and reveal a better sense of safety. However, it is only in the second variable that the program has a direct effect on multivariate analysis. Satisfaction mainly comes from the authorities’ demeanor and the expectation fulfillment while it is the authorities’ behavior and the expectation fulfillment that grounds safety. This article draws on original, empirical research to conceptualise the phenomenon of the ‘social media test’ – the evolution of social media into a legitimate measure of police performance. Through in-depth interviews with police and non-police respondents the article maps the genealogy of, and provides perspective on, one of the first viral cases of bystander video of police excessive force in Australia filmed and uploaded to YouTube. The study shows the video’s impact on hegemonic mainstream and police news media narratives, processes of criminalisation and police accountability and the merit of narrative criminology in unpacking these phenomena. Police alluding to the ‘social media test’ in in-depth interviews shows that digital media in general and social media in particular can no longer be dismissed as peripheral or subsidiary to public discourse on policing in a digital society.
