IT News (Australia) 8/11/2019 News NSW Police Commissioner hits back at coroner’s findings AUSTRALIA: NSW Police Commissioner Mick Fuller has hit back immediately against a coroner's findings into music festivals, saying any suggestion his officers contributed to the drug-related deaths of six young revellers "will be strongly defended by me." The state's most senior police officer issued a statement backing law enforcement tactics at music festivals soon after a coroner released a set of findings over the spate of recent deaths that said policing methods at events potentially harmed punters rather than protected them. The Sydney Morning Herald (Australia) 8/11/2019 News Beyond Crime Rates and Community Surveys: A New Approach to Police Accountability and Performance Measurement In this conceptual piece, we argue that the current approach to police performance measurement typically based on the use of traditional police metrics has failed to achieve the desired results and that a different strategy is required. Traditional police metrics have a narrow focus on crime and the police response to it. They provide little information on how well police organizations are performing. Importantly, traditional police metrics do not incorporate input from police stakeholders in goal identification, nor do they use specifically designed indicators to assess progress towards achieving these goals. Following an analysis of the criticisms levelled at the use of traditional police metrics, and subsequent attempts to address these issues, we argue that a networked governance approach represents a more promising foundation for undertaking police organizational performance assessment. Such an approach would engage stakeholders more directly in goal identification and performance assessment, and potentially lead to more successful, responsive and accountable policing. Crime Science Journal 8/11/2019 Research article Targeting the Most Harmful Offenders For An English Police Agency: Continuity and Change of Membership in the “Felonious Few” How concentrated is the total harm of offences with detected offenders (identified suspects) among the complete list of all detected offenders in a given year in an English police agency, and how consistent is the list of highest-harm “felonious few” offenders from one year to the next? Characteristics of 327,566 crimes and 39,545 unique offenders as recorded by Northamptonshire Police in 7 years from 2010 to 2016 provide the basis for this analysis. Crime and offender records were matched to harm weightings derived from the Cambridge Crime Harm Index (Sherman et al. 2016a; Sherman et al., Policing, 10(3), 171–183, 2016b). Descriptive statistics summarize a concentration of harm identifying the felonious few, changes over time in membership of the “few”, offender typologies and tests for escalation of severity, frequency and intermittency across repeated offences. Crime harm is much more concentrated among offenders than crime volume: 80% of crime harm that is identified to an offender is linked to a felonious few of just 7% of all detected offenders. While chronic repeat offenders are the majority contributors to harm totals of this group, those with the most general range of offence types contribute the most harm. Individual members of the felonious few rarely maintain that position year on year; over 95% of each year’s list is composed of individuals not present in previous years. Within individual crime histories, we observe a pattern of de-escalation in crime harm per offence over time.
