BBC 21/1/2020 News Do Stickers Indicating the Use of Forensic Property Marking Prevent Burglary? Results From A Randomized Controlled Trial This paper examines whether the posting of sticker decals indicating the use of forensic property marking deters burglary. The study is a randomized controlled trial (RCT). The sampling frame includes all (N = 6603) single-family houses in the municipality of Aarhus, Denmark, that were burgled once or more during the 4 years prior to the experiment. Houses were randomly assigned to treatment (n = 3378) and control (n = 3225). Treatment houses were offered a free forensic property marking kit and asked to post sticker decals around their front doors indicting their use of the product. Control households were not contacted. A process evaluation determined that only one-third (n = 1080) of the houses assigned to treatment requested property marking kits and posted stickers as instructed. An intention-to-treat (ITT) effect analysis was based on the full treatment group despite a low (32%) compliance rate. The study design is a quasi-experimental longitudinal panel study. We measure a variety of gun-related offenses across multiple treatment and control neighbourhoods using a difference-in-difference approach. Because treatment neighbourhoods were added to the experiment over time, changing experimental conditions, three separate study periods were examined. Results indicate AGDS has a mixed relationship to police response time and does not significantly reduce violent crime levels in any of the study periods. We do find consistent and substantial reductions (around 30%) in citizen-initiated calls for service for shots fired, but once new calls for AGDS are added, an overall 80% increase in gunshot responses is found. Although the study is limited to one city, results indicate AGDS may be of little benefit to police agencies with a pre-existing high call volume. Our results indicate no reductions in serious violent crimes, yet AGDS increases demands on police resources. As such, we are seeing an increase in their use not only recreationally and commercially but also for criminal purposes. Inevitably, this has given rise to serious challenges for the law enforcement community globally. Drones have become a permanent fixture in the current policing operating environment, and one that can only grow in scale and impact in the future. However, many law enforcement officers still lack awareness and understanding of drone technologies. Drones pose a significant threat to public safety and security if abused. It is therefore crucial that officers are equipped with the necessary knowledge and training to respond to drone incidents safely and effectively. Furthermore, drones contain valuable data which need to be extracted and analysed to provide evidence to support an investigation. INTERPOL engages with drone experts drawn from law enforcement, the private sector and academia across the world. This network was the driving force behind the creation of the INTERPOL Framework for Responding to a Drone Incident – For First Responders and Digital Forensics Practitioners. This document is designed as a reference tool for law enforcement worldwide and illustrates INTERPOL’s continuous efforts to promote innovation and enhance best practices among our member countries. This framework is part of our ongoing commitment to making the world a safer place, and I would like to thank everyone who contributed to it.
