The Guardian 1/12/2025 Feature, Opinion Mapping the Probabilistic AI Ecosystem in Criminal Justice in England and Wales – Interim Report Commercial or in-house developments of probabilistic AI systems are introduced in policing and the wider criminal justice (CJ) system worldwide, often on a force-by-force basis. We developed a systematic way to characterise probabilistic AI tools across the CJ stages in a form of mapping with the aim to provide a coherent presentation of the probabilistic AI ecosystem in CJ. We use the CJ system in England and Wales as a paradigm. This map will help us better understand the extent of AI’s usage in this domain (how, when, and by whom), its purpose and potential benefits, its impact on people’s lives, compare tools, and identify caveats (bias, obscured or misinterpreted probabilistic outputs, cumulative effects by AI systems feeding each other, and breaches in the protection of sensitive data), as well as opportunities for future implementations. In this paper we present our methodology for systematically mapping the probabilistic AI tools in CJ stages and characterising them based on the modes of data consumption or production. We also explain how we collect the data and present our initial findings. This research is ongoing and we are engaging with UK Police organisations, and government and legal bodies. Police Professional 1/12/2025 News Police Facial Recognition Systems, Surveillance, and Racial Differences in Police Lethality in U.S. Cities This study examines how police facial recognition technology (FRT) and urban camera environments shape police‐related fatalities (PRFs) and officer safety across 508 U.S. city agencies from 2016 to 2020. Using entropy-balanced, multiway fixed-effects Poisson pseudo-maximum-likelihood models, we exploit variation in FRT use and the density of police-controlled fixed cameras and body-worn cameras (BWCs). We find that FRT is directly associated with substantial reductions in PRFs overall and for White residents especially. By contrast, fixed-camera density by itself shows little independent association with PRFs, but in combination with FRT it predicts a steady decline in PRFs involving Black residents as coverage increases. Saturating BWCs, however, attenuates FRT’s lethality protections among White residents. Supplemental analyses indicate a concerning trade-off. FRT use correlates with higher officer assault rates, and in FRT environments, adding more fixed cameras further elevates assault risk. These findings suggest that the public-safety benefits of FRT depend on governance choices about camera mix and deployment. Cities considering smarter surveillance should calibrate technology portfolios, transparency, and training accordingly. CRIMRXIV 1/12/2025 Research article Cybercrime and Cyber Investigations: Development of a Training Curriculum for Law Enforcement Personnel The prominence of cybercrime incidents over the last two decades has led to calls for local law enforcement to learn and implement best practices for cybercrime response and investigations. Framed by Kirkpatrick’s training evaluation model, the current study describes the process of developing, delivering, and assessing a training curriculum on cybercrime and cyber investigations for law enforcement personnel through a needs assessment and pilot test. The pilot test utilizes a pre/post-test design to assess change in perceived knowledge and learning acquisition among participants (n = 76) and assess the reception of the course. Study findings illustrate improvements in perceived knowledge and learning acquisition and positive course evaluations from participants. Findings informed refinements to both the training content and evaluation strategy, ensuring the training is optimally tailored to meet the needs of practitioners. These findings contribute to the broader understanding of effective training methodologies in the evolving field of cyber investigations. Policing Insight 1/12/2025 Advertisement, Feature Criminal Investigative Failures: A Network Analysis The police investigative function is a key component of the criminal justice system. Wrongful convictions and investigative failures can cause significant and long-lasting damage at all levels of society. These failures are typically the product of multiple interconnected factors, which can be generally grouped into structural, organizational, and personal categories. Using network analysis, we explore the relationships between the causal factors associated with investigative failures in 50 murder and rape cases, most of them wrongful convictions. We identified 40 different causal factor types. Some of these functioned as catalysts (initiators that cascaded into other causal factors), some as brokers (bridges between factors), and others as products (the end result of the causal factor chain). Understanding the architecture of the network – its components and relationships – provides a means for mitigating the risk of criminal investigative failures.
