Policing Insight - Registration at source 21/12/2020 Feature, Opinion Conservation Officer Perceptions of Academy Training: Resource Specific and General Policing Tasks This research is among the first to examine the degree to which law enforcement officers tasked with protection of natural resources feel prepared for specialized and general tasks by their academy training. Drawing upon a survey of over 900 conservation officers across 13 states, the current inquiry examines whether officers who attended a conservation-specific academy feel better prepared for their work than those who attended a conventional police academy. Findings suggest conservation officers feel well prepared for their general policing duties by their academy experience, but fewer than half of the officers surveyed felt that their academy experience prepared them to handle nuisance wildlife calls or consult with landowners on habitat needs. Officers who attended a conservation academy held greater perceptions that their academy prepared them for specialized duties. These findings help inform state conservation agencies about the topics which are well covered or need additional attention in their pre-employment training curricula, as well as recruitment strategies for varying academy types. Policing: A Journal of Policy and Practice - Registration at source 21/12/2020 Research article The Promise of A Network Approach For Policing Research Considerable attention has been devoted to understanding police socialization and the resulting culture, yet only recently have scholars turned to a network approach to understand the social relationships between officers. We extend these efforts with results from a pilot study of officer networks in a large US police department. Network data are collected from 88 front-line officers to examine officers’ informal working relationships. Our findings shed light on the connected nature of officer relationships, showing how personal support networks intersect and diverge from more formal advice and mentorship networks. The study provides an alternative starting point for understanding socialization as a vehicle of officer attitudes, values, and behaviors. Likewise, it demonstrates the applicability of a network approach for understanding departments’ social and structural organization. We conclude with a discussion on how officer networks can inform meaningful policy initiatives, including shifting organizational climate, enhancing retention, and curbing abuses. Justice Quarterly - Registration at source 21/12/2020 Research article The Effect of Police Layoffs on Crime: A Natural Experiment Involving New Jersey’s Two Largest Cities The current study tests the effect of police layoffs on crime through a natural experiment involving Newark and Jersey City, New Jersey’s two largest cities. In response to severe budget shortfalls resulting from the economic recession beginning in 2008, officials in both cities seriously considered police layoffs as a potential component of their cutback strategies. The Newark Police Department terminated 13% of the police force in late 2010 while Jersey City officials averted any layoffs from occurring. The current study uses monthly Part 1 crime counts spanning from 2006 to 2015 to measure the effect of the police layoffs on crime in Newark. Findings of time series generalized least squares regression models indicate the police layoffs were associated with significant increases of overall crime, violent crime, and property crime in Newark as compared to Jersey City in the post-layoffs period. Supplemental analyses found the overall crime and violent crime increases become progressively more pronounced each year following the police layoffs. What happened to US traffic safety during the first US COVID-19 lockdown, and why was the pattern the opposite of that observed in previous sudden declines of traffic volume? National and local statistics on US traffic volume, traffic fatalities, injury accidents, speeding violations, running of stop signs, and other indicators of vehicular driving behavior, both in 2020 and in previous US economic recessions affecting the volume of road traffic. Comparative analysis of the similarities and differences between the data for the COVID-19 lockdown in parts of the USA in March 2020 and similar data for the 2008–2009 global economic crisis, as well as other US cases of major reductions in traffic volume. The volume of traffic contracted sharply once a COVID-19 national emergency was declared and most states issued stay-at-home orders, but motor vehicle fatality rates, injury accidents, and speeding violations went up, and remained elevated even as traffic began returning toward normal. This pattern does not fit post-World War II recessions where fatality rates declined with the volume of traffic nor does the 2020 pattern match the pattern during World War II when traffic dropped substantially with little change in motor vehicle fatality rates. The findings are consistent with a theory of social distancing on highways undermining compliance with social norms, a social cost of COVID which, if not corrected, poses potential long-term increases in non-compliance and dangerous driving.
