Operationalization and the Generality of Sunshine and Tyler’s Empowerment Hypothesis To assess whether the relationship between legitimacy and police empowerment is sensitive to the operationalization of legitimacy, and whether the effects of legitimacy and its components on empowerment are invariant. Empowerment is examined in the context of police militarization—public support for the discretionary use of surplus military equipment by law enforcement. Using a national sample of 702 American adults and a series of ordinary least squares regressions, the direct and interactive effects of legitimacy and its components on empowerment are examined. The composite measure of legitimacy, as well as its individual components, each exert direct effects on police empowerment. Instrumental factors have persisting, albeit weaker, effects relative to normative factors. Interaction terms between the composite legitimacy measure or its components and sociodemographic characteristics were not statistically significant. In short, the effects of legitimacy and its components on empowerment appear invariant. The National Death Index (NDI), a comprehensive and well-established database compiled by the National Center for Health Statistics, is an untapped source of homicide data that offers identifiable linkages to other data sources while retaining national coverage. This study’s five aims follow. First, we review the data sources in articles published in Homicide Studies over the past decade. Second, we describe the NDI, including its origins, procedures, and uses. Third, we outline the procedures for linking a police gang intelligence database to the NDI. Fourth, we introduce the St. Louis Gang Member-Linked Mortality Files database, which is composed of 3,120 police-identified male gang members in the St. Louis area linked to NDI records. Finally, we report on preliminary cause-of-death findings. We conclude by outlining the benefits and drawbacks of the NDI as a source of homicide data for criminologists. Homicide Studies 1/6/2020 Research article Out-of-Place and In-Place Policing: An Examination of Traffic Stops in Racially Segregated Philadelphia It is commonly argued that Black people may be more likely to be stopped by the police in majority White neighborhoods due to a natural tendency to first observe and then scrutinize that which seems out of the ordinary. Anecdotal evidence of police officers appearing equally drawn to White people in predominantly Black neighborhoods is sometimes presented to suggest that the phenomenon is race neutral. Motivated by such narratives, we examine the extent to which Black versus White racial categorization encourages police scrutiny in out-of-place and in-place contexts. Applying the veil-of-darkness and vehicle search threshold tests, we find that in place or out of place, being seen as White is always an advantage in Philadelphia.
