Procedural Justice Theory has sought to explain this relation through perceptions of (un)fairness leading to the production of (il)legitimacy and to dispositions to (dis)obey. The article proposes a theoretical framework to supplement an explanatory gap in this theory, namely why perceptions of unfairness might lead to anti-police dispositions or attitudes. Ethnographic research is employed to elucidate the relevance of affective, emotional, and cognitive mechanisms in relation to the practice of stop and search. The article argues that the normative representation of the suspect by police and the disempowerment or removal of the subject’s agency at the hands of police contain the capacity to reveal a disparity between self-understanding and social recognition: the central affective condition for shame. Transformations of this affective experience into anger defend self-esteem by positioning the police as at fault, questioning the claim to authority, and simultaneously constructing the expressive drive to mistrust and confront the goal-obstacle to self-esteem. BBC 27/6/2020 News Promoting Protesters’ Compliance: the Effect of General Perceptions of the Police Versus Police Actions Public willingness to comply with the police is desirable in democratic societies, and even more so in high-risk policing tasks such as protest policing. To allow freedom of speech while maintaining public order, officers require protesters to follow orders and cooperate. The process-based model of policing suggests that protesters’ compliance will be mainly affected by their general perceptions of the police—primarily, trust in the police and perceptions of just policing procedures. In conjunction, police actions during a demonstration and the dynamics between officers and protesters can also affect protesters’ willingness to comply. This study uses a series of Ordinary Least Squares (OLS) regression models to analyse survey responses of 470 protesters who participated in the ‘Occupy’ protests in Israel during 2012. Findings suggest that positive evaluations of trust in the police and policing procedures correlate with compliance; however, when protesters perceived police actions as negative, they were less willing to comply. However, the safe storage practices of law enforcement agencies and officers themselves are not well characterized. This study examined the issuance of locking devices and safe storage policies among law enforcement agencies in Washington State. This is an observational survey study of agency policies. One hundred and six agencies responded to a brief survey. Seventy-six percent of agencies reported issuing locking devices for agency-issued firearms, and 76% of agencies also reported offering training in safe storage of firearms. Half (52%) of agencies offered cable locks, 36% provided gun safes, and 31% of agencies provided more than one type of locking device. These findings suggest the need for expanding the routine issuance of locking devices among agencies in Washington State and enhancing the types of locking devices available to law enforcement officers. Saving the legitimacy of a democratic policing system from the outrages of rogue cops and rogue police cultures cannot be done just by recommending what policies police agencies should adopt. In the USA and many other countries, police reform requires a realpolitik vision of who can get the policies implemented and how they can accomplish that. In the USA, the most powerful political actor for police reform is the State Governor, followed by the State legislature. All 18,000 local police agencies are creatures of the state in which they are located. Minnesota has not just the Minneapolis Police, but some 400 other local police departments. The most important step to save lives from criminal policing is for states to create Inspectors-General of Policing (IGP), along the lines of HM Inspectors of Constabulary in the UK. This would work best if the IGP would be empowered to decertify both police officers and police departments after a documented pattern of abusive (“rogue”) policing. The precedents of both Camden, New Jersey, and Northern Ireland are not exact matches, but they do show the potential for reforming any police agency that has become bankrupt in the eyes of key communities.
