BBC 23/8/2020 News A Comparison of Attribute-Focused and Harm-Focused Methods For Assessing the Risk of Organized Crime Groups: Are They in Agreement? Risk assessment methods are used to map the threat posed by organized crime and assist in the prioritization of policing resources. Within policing, risk assessment methods are currently in use that either focus on the attributes of organized crime groups or the types of harm posed. Statistical analysis was undertaken of risk assessment data produced using one attribute-focused and one harm-focused method. The study was based on a non-random sample of 113 attribute-focused and 77 harm-focused risk assessments of the same 17 OCGs, and a sub-sample of 36 pairs of risk assessments of 16 of the OCGs. A moderate correlation was found between the two methods, despite differences in their risk assessment processes. Lower levels of agreement tended to be associated with OCGs posing high levels of harm, particularly financial and psychological. Using the two risk assessment methods in combination is proposed as a way of building consensus that draws on their alternative perspectives. The techniques applied in this analysis could be used to inform revisions to the methods and their supporting materials, identify outlying risk assessments, and potentially incorporate other information sources such as harm indices. Policing: A Journal of Policy and Practice - Registration at source 23/8/2020 Research article In Every Artery of Society? How Dutch Community Police Officers Perceive Their Role in Early Detection of Violent Extremism Among Youth Early detection of radicalization processes that may lead to violent extremism takes place in a grey area. Primarily because no one can truly predict when someone poses a risk before there are any indications of criminal acts. The local police have been given an important role in countering violent extremism (CVE) policy; namely proactive information gathering at a stage in which people are still law-abiding citizens. However, little is known about how they perceive their role in CVE. Therefore, this article examines how community police officers deal with their mandate to engage in early detection, and discusses the side effects that accompany this practice. Based on open interviews with 22 constables in the Netherlands, we focus on the risk assessments made by these local professionals. In this article, we aim to contribute to a more thorough, inclusive, and well-informed debate about community policing with regard to suspicions of extremist behaviour among youth. Policing: A Journal of Policy and Practice 23/8/2020 Research article A Review of the Effects of the Violence Against Women Act on Law Enforcement One of the goals of the Violence Against Women Act (VAWA) was to improve law enforcement responses to sexual and domestic violence by providing funding to expand prevention, enhance investigations, and increase victim services. Since VAWA’s enactment, police responses to these crimes have evolved, including officer responses to victims and offenders, and various agency operations. This article highlights some noteworthy changes in law enforcement related to facilitating victim reporting, enhancing victim advocacy and services, crime reduction and investigative tools, supplementing personnel and training, and encouraging multiagency collaborations as a result of VAWA. Violence Against Women 23/8/2020 Research article Attitudinal Differences Between Female and Male Police Cadets/officers in Taiwan: the Nexus Between Gender, Immigration, and Crime This article focuses on differences in attitudes of female and male police cadets/officers in Taiwan. Using survey data from 538 Taiwanese police cadets/officers, we examine general attitudes toward immigration and crime. Whereas most research on Taiwanese police officers has historically been conducted on male officers, our sample consists of more than 30% females which enables us to investigate the following research questions: (1) Do cadets have negative attitudes toward immigrants? (2) Are females’ attitudes towards immigrants and immigration significantly different from males’? (3) Are female cadets more positive toward immigrants and immigration? Results indicate that female police cadets/officers are more supportive of immigrants and immigration. Policy implications are discussed for police in Taiwan in particular, and by implication, for police organizations in other nations.
