Financial Review (Australia) 27/5/2026 News Breaching the Public Trust and Sentencing Canadian Police Officers: Addressing Rotten Apples, but not Rotten Barrels or Orchards When a police officer commits a criminal offense, they not only violate the very laws they are legally entrusted to uphold, but in doing so, they also violate the public’s trust. In Canada, the importance of public trust is recognized through the criminal offense of “breach of trust by a public officer,” and as an aggravating factor in sentencing. As there is a significant dearth of research on police criminality and on the sentencing of police officers in Canada, we present an empirically grounded examination of 93 sentencing decisions between 1990 and 2024, involving over 100 police officers convicted for breaches of trust. The study sheds light on the nature of police-perpetrated breaches of trust, and on the ways in which courts sentence police-offenders in Canada. Our study underscores that although sentencing is an important element of police accountability, it does little to address the systemic aspects of police criminality. Police Quarterly 27/5/2026 Research article Situational crime prevention against cyberfraud: A case study of China’s anti-fraud centres Cyberfraud is turning into a transnational organised cybercrime, which creates tremendous conundrums for criminal justice systems in the global context. The current study examines the utility of the situational crime prevention (SCP) framework in combating this ‘wicked problem’, which has been advocated for years but remains empirically underdeveloped. Using China's anti-fraud centres (AFCs) as a case study, this research provides the Global South perspectives from the interviews with 21 Chinese police officers. The findings show the nuanced practices implemented by the AFCs under each major SCP component, such as routinised cyberfraud campaigns (increase risks), cyberfraud blacklists (increase effort), victim-focused interventions (reduce rewards), hot-spot regulation (remove provocations), and multi-situational offender deterrence (remove excuses). Although Chinese officers recognised the cost-effectiveness and tactical inclusiveness of these approaches, they also acknowledged the existence of worrying downsides, such as procedural injustice and crime displacement. This research contributes to criminological literature on cybercrime prevention by offering theoretical and practical insights for transnational fraud governance. This paper reviews the international literature on law enforcement responses to cybercrime, focusing on identifying the various types of cybercrime offenses officers encounter and assessing officers’ responses to these incidents, along with the factors that influence their responses. The purpose of this work is to identify the primary challenges confronting law enforcement and explain the key factors underlying these challenges worldwide. This paper provides a comparative basis for discussing potential policy changes and future research directions to make U.S. law enforcement responses to cybercrime more effective, such as establishing an agreed-upon definition to streamline the cybercrime reporting system, broadening data availability, overcoming organizational challenges, reforming organizational cultures, and addressing structural barriers through partnerships. Your annual pension, which is the monthly income you receive for life, has not been cut and remains fully protected by law. These changes do not affect officers in the PPS 2006 and PPS 2015 CARE schemes. Only officers in the 1987 PPS who choose to commute part of their pension for a lump sum, and only those under this legacy scheme, retiring on or after 21 May 2026 are affected. Please be assured that your accrued pension rights are protected by statute. The Government cannot reduce the annual pension you have already earned. If you do not take any lump sum at all, nothing changes for you.
