Policing Insight - Subscription at source 13/3/2025 Analysis, Feature, Opinion An Extended Impact Evaluation of Real-Time Crime Center (RTCC) Technologies on Violent Crime Outcomes Recent empirical research has found that real-time crime centers (RTCCs) deployed within local area police departments can improve case clearances and facilitate crime reduction through the rapid deployment of information to responding police officers. Nonetheless, the nascent body of research in this area has been limited by short post implementation evaluation periods and none have examined their impact on case adjudication. This study reports on findings from a follow up evaluation of the Miami Real-Time Crime Center, which assessed case clearances over an extended five-year, four-month post-implementation time-period and examined the impact on case processing after arrest. Like the prior evaluation, findings revealed a significant improvement in case clearances over the extended evaluation period, with RTCC-assisted cases exhibiting even higher clearance odds compared to non-RTCC-assisted cases than what was found in the initial study. Findings also revealed an improved ability of RTCCs to facilitate arrests of multiple offenders responsible for a given crime incident. Analysis of case adjudication between the two samples found no significant improvement in the odds of conviction. These findings further the emerging evidence base of RTCC effectiveness in improving police practice. Journal of Family Violence - Subscription at source 13/3/2025 Research article Police-Led Interventions for Deterring Organized Crime: A UK Cluster Randomized Trial Targeting Criminal Network Recruiting and Its Vicarious Effects on Co-Offenders Serious and organized crime represents a significant global threat. In this experiment, we focus on preventing offenders from joining these groups and how this intervention affects the criminal enterprise of the organized crime group with whom the target offenders are associated. We apply a cluster randomized controlled trial in the West Midlands, UK, to test a form of focused deterrence approach—“preventative-specific deterrence”. The intervention group received proactive and sustained police interactions (‘stick’) coupled with a police-managed pathways plan, designed to support desistance (‘carrot’). Control participants received business-as-usual conditions. Over 12 months, we detected a 35% reduction in reoffending among participants in the treatment group compared to the control group, but a 25% increase in arrests of active crime group members. The results suggest that preventative-specific deterrence can be an effective strategy against serious and organized crime and that prevention may also lead to suppression opportunities of organized criminals. Justice Quarterly 13/3/2025 Research article Item Values and Prior Offenses: An Examination of Key Elements in Shoplifting Charging Decisions in a Rural Jurisdiction State laws mandate that the total price of items pilfered and number of prior offenses be considered in shoplifting charging decisions, yet these two elements of shoplifting have been ignored in recent scholarship. Using data from 740 misdemeanor shoplifting incidents in a rural jurisdiction, we examine total values of items taken per incident, total number of items taken per incident, and number of prior shoplifting offenses. Further, we examine whether these important elements of shoplifting charging decisions vary by gender, race, and age. Our findings reveal that few people involved in shoplifting incidents in this rural jurisdiction approach or surpass the $500 threshold required for felony upgrade on third and subsequent offenses. Policymakers should consider these findings, along with their criminal justice reform goals, when setting felony threshold amounts for shoplifting.
