The comparative analysis reveals the sources of inequality in policing, its characteristics, and results. The structural equation modelling elucidates that procedural justice and the effectiveness of the police shape the moral alignment between the groups and the police. These factors have different effects on the groups’ identification with the state. The results underscore the considerable importance of the government’s role in guaranteeing social inclusion and the sharing of common values. The findings may help in designing a set of reforms and training programmes—not just a single reform—suited to the special needs of each group, to cope with the challenges of equal policing in an era of global social instability. The system was associated with large reductions in complaints of 72.5% against target employees (N = 526), but without this clearly translating into reductions in the overall number of complaints. The New Zealand case also highlighted the issue of the different potential uses of early intervention. Should the priority be officer welfare or the more usual aim of improving officer conduct, police–citizen relations and public confidence in police? The authors argue that the traditional focus on reducing adverse incidents between police and citizens, with public complaints as a major guide and measure, should have at least equal weight in an EIS that is part of a comprehensive state-of-the-art police integrity management system. The paper also highlights the need for detailed publicly accessible data to ensure accountability of investments in integrity strategies. Survey data and a series of difference‐in‐difference tests found that participating in the training program improved attitudes with treatment group officers placing higher priorities on procedurally fair communication during a hypothetical officer–citizen encounter. An interrupted time‐series analysis of official use‐of‐force reports provided no evidence that the training program altered officer behavior. Policing scholars and reformers have increasingly called for improvements to police training that emphasize communication and de‐escalation skills. Although many programs addressing these issues exist, evidence of their effectiveness has been scarce. Our findings provide evidence that such training may improve police officer attitudes but perhaps not behaviors.
