BBC 30/7/2020 News The Impact of Rapport on Intelligence Yield: Police Source Handler Telephone Interactions With Covert Human Intelligence Sources Covert Human Intelligence Sources (CHIS) provide unique access to criminals and organised crime groups, and their collection of intelligence is vital to understanding England and Wales’ threat picture. Rapport is essential to the establishment and maintenance of effective professional relationships between source handlers and their CHIS. Thus, rapport-based interviewing is a fundamental factor to maximising intelligence yield. The present research gained unprecedented access to 105 real-life audio recorded telephone interactions between England and Wales police source handlers and CHIS. This research quantified both the rapport component behaviours (e.g., attention, positivity, and coordination) displayed by the source handler and the intelligence yielded from the CHIS, in order to investigate the frequencies of these rapport components and their relationship to intelligence yield. Overall rapport, attention and coordination significantly correlated with intelligence yield, while positivity did not. Attention was the most frequently used component of rapport, followed by positivity, and then coordination. Crown Prosecution Service (CPS) 30/7/2020 News Frontline Innovation in Times of Crisis: Learning From the Corona Virus Pandemic The current COVID-19 pandemic brings about dramatic challenges for frontline police officers and their organizations. This will, we argue, likely have two implications for frontline learning and innovation. First, the pandemic will surely occasion a surge of frontline improvisation and innovation in police organizations responding to the crisis as the experienced needs for new solutions dramatically increase. Secondly, but equally importantly, this wave of frontline innovation is likely to be more transparent than is typically the case for innovations developed in frontline police work, because of changes in formal mandates and informal tolerance for procedural deviance. At this moment of unusually widespread and transparent frontline innovation, we propose an approach to capturing and diffusing this frontline innovation. By taking seriously the unique dynamics of frontline innovation, such an approach is likely to capture valuable innovations that might otherwise rapidly dissipate and be lost. Policing: A Journal of Policy and Practice 30/7/2020 Research article Residential Stability Versus Residents’ Interactions: the Determinants of Voluntary Participation in Police Block Activity This research examines the influence of residential stability and resident’s interactions on participation in police block activity. Community engagement is one approach used by the police to increase the co-production of crime prevention by providing opportunities and engaging the community in group-level informal and voluntary activities. These optional activities are designed to promote a working relationship between the residents and the police. Multilevel ordinal logistic regression was run to estimate participation in police block activity, using the Seattle Neighborhood and Crime Survey data. The results demonstrate two things. First, this study extends the standard variables, used in examining voluntary involvement, to the frequency of participation in police block activity. Secondly, using interaction terms between residential stability and between residents’ interactions, the results suggest that between residents’ interaction may be a better predictor of frequent participation in police block activity than homeownership or length of residency. Finally, policy implications and future research avenues are discussed.
