By predicting investigative success with EBIT, police can free up more time for preventing serious crime or for investigating more solvable cases by reducing wasted resources applied to cases at the point they have clearly been established to be unsolvable (Sherman 2018). The tool aids decision-making by recommending an allocation decision based on an evidence-based actuarial solvability assessment by the use of a logistic regression model, after which a two-step review of the case applies a structured professional judgement and public interest assessment to such issues as victim vulnerabilities and offender propensities to reoffend. This process was designed in Kent Police and is shown in Fig. 1. Each crime type has its own bespoke statistical model constructed to maximize accuracy. This article focuses on the model built to predict investigative outcomes for reported crimes of minor assault and public order (EBITAPO).
