BBC 11/10/2020 News Evaluations of Selected Civilian Oversight Institutions For Police Accountability in the Republic of Zimbabwe This study evaluated selected police oversight institutions in Zimbabwe. Primary data were obtained from representatives of external accountability institutions (N = 126) through a questionnaire survey and in-depth interviews. The Court was considered to be the most effective oversight institution and it plays its role through scrutinising propriety of police actions and presiding over civil suits against the police. Second was the civic society, which comprised the media and non-governmental organisations, and is playing its oversight role through exposing incidents of police abuse and offering legal assistance to victims of police abuse. The Zimbabwe Human Rights Commission (ZHRC) handles human rights-related complaints against the police, though findings revealed that investigations are done by the police. Parliament’s main oversight role is through monitoring the police through the relevant portfolio committee. The major obstacles to police oversight are: the unfavourable operating environment for the civic society, limited investigative powers for the ZHRC, and the dominance of Parliament by a single political party. Police Practice and Research - Registration at source 11/10/2020 Research article Taking An Evidence-Based Approach to Evidence-Based Policing Research A growing body of international evidence reflects the increasing recognition of evidence-based policing (EBP) and the co-production of research, yet the extent of which such research is being implemented remains unclear. This study seeks to explore the efficacy of EBP in relation to practical implementation issues and assess the impact research is having on practice, both within and external to a specific Constabulary. Twenty-nine research studies, conducted in association with the Constabulary, were examined using a mixed-method approach. Of the total projects, 52% of projects were found to have generated a change to practice or policy. The key features of research that were associated with impact included: (i) mixed-method data collection, (ii) transferability, and (iii) increased dissemination that engaged practitioner and academic audiences. Practically, these findings suggest that EBP research projects can be designed and disseminated in a way that increases the likelihood of implementing the findings to change practice. More disheartening are the increased potential stressors facing police officers’ children due to increased community hostility across the country over the last few years, particularly among the African American community, stemming from a series of police involved shootings of unarmed African American males. Yet, there remains scant research that has examined the lived experiences of police officers’ children. To address this gap in the policing literature, this study used semi-structured interviews of police officers children in a southern state using a phenomenological methodology to explore the lived experiences of being a child of a police officer. Findings and policy recommendations are discussed.
