Progression towards gender equality is slow despite multiple efforts to enable change. Greater attention is needed regarding men’s perspectives on gender equality, including the preconceptions and prejudices that sustain this hegemonic masculine culture. Drawing on a survey of the whole population of the Icelandic police force, we find gender differences in attitudes towards gender equality and gendered stereotypes. Men are more likely to believe that there are equal opportunities within the police force despite holding negative attitudes regarding women’s ability to serve in the police. Young policemen and those policemen that are not satisfied with their own career progression are more likely to have negative attitudes towards women, although for different reasons, than their older and their more satisfied male colleagues. Applying Connell’s hegemonic masculinities, Silvestri’s exemplar of the ‘ideal’ police officer and Kimmel’s theorisation of male entitlement, we contend that hegemonic masculinity, specifically the exemplar of the ‘ideal’ police officer and police leader, stimulates masculine entitlement. Policing and Society - Registration at source 5/5/2021 Research article Equity in the Police Districting Problem: Balancing Territorial and Racial Fairness in Patrolling Operations The Police Districting Problem concerns the definition of patrol districts that distribute police resources in a territory in such a way that high-risk areas receive more patrolling time than low-risk areas, according to a principle of territorial fairness. This results in patrolling configurations that are efficient and effective at controlling crime but that, at the same time, might exacerbate racial disparity in police stops and arrests. In this paper, an Equitable Police Districting Problem that combines crime-reduction effectiveness with racial fairness is proposed. The capability of this model in designing patrolling configurations that find a balance between territorial and racial fairness is assessed. Also, the trade-off between these two criteria is analyzed. Journal of Quantitative Criminology 5/5/2021 Research article Civilian Police Oversight: A Contemporary Review of Police Oversight Mechanisms in Europe, Australia and Africa This paper, which is based on literature and documentary survey, explores civilian police oversight mechanisms in Europe, Australia and Africa. The paper reveals that Europe has several nations with independent institutions to investigate police misconduct; thought there is limited empirical research on the effectiveness of these institutions. Independent police oversight institutions in Australia have limited investigative powers and they are more of review boards. Two African countries- Kenya and South Africa have independent institutions to investigate police misconduct, though the effectiveness of these two institutions has been questioned. Journal of Applied Security Research - Registration at source 5/5/2021 Research article Hong Kong University Students’ Normative Beliefs About Aggression Toward Police During Social Protests 2019–2020: the Role of Ecological Risks and Future Orientation We examined the association between normative beliefs about aggression toward police (NBAGG→P) and participation in social protests during 2019–2020 and use of aggression among 1,025 Hong Kong university students. We also investigated the role of ecological risks (i.e., distrust in institutions, exposure to community violence, poor family monitoring, poor university discipline and affiliation with delinquent peers) and future orientation in NBAGG→P. The results showed that NBAGG→P was related to more participation in social protests and use of aggression. Ecological risks (except for poor family monitoring) and a positive future orientation were related to more and less NBAGG→P, respectively. Moreover, the “distrust in institutions and NBAGG→P” link was stronger for students with more, rather than less, positive future orientation. A new report by the New Zealand Law Commission has set out 193 recommendations to overhaul the use of DNA in criminal investigation; but Professor Carrie Leonetti of the University of Auckland believes the report still overlooks key issues in the use of the country’s DNA databank in relation to over-representation of Māori, the use of familial searches, and concerns over privacy, discrimination and consent. Policing Insight 5/5/2021 Analysis, Feature Advancing Police Use of Force Research and Practice: Urgent Issues and Prospects Leading police scholars and practitioners were asked to reflect on the most urgent issues that need to be addressed on the topic of use of force. Four themes emerged from their contributions: use of force and de-escalation training needs to improve and be evaluated; new ways of conceptualizing use of force encounters and better use of force response models need to be developed; the inequitable application of force, and how to remediate biases, needs to be more fully understood; and misconceptions about police use of force need to be identified and corrected. The highlighted topics serve as an agenda for future research. Such research should provide greater insight into when, where, and why force is used by police officers, and how it can be applied appropriately. If implemented, the practical recommendations included in the contributions should have a positive impact on police performance, public trust and confidence in the police, and citizen and officer safety.
