However, understanding the new and shifting roles of private security companies in LEPH is vitally important. During the COVID-19 pandemic, the security industry witnessed increased demands for health-care related services worldwide. This article explores the effects of the crisis on the provision of private security, by investigating the intersections between private policing and public health throughout the pandemic. With specific attention to the emergence of private security in the field of LEPH, the impact on the operations (e.g. disruptions in resources, temporary unemployment), and services (e.g. use of technological innovations such as fever screening, policing COVID-19, monitoring public health) are considered in greater detail. The findings contribute to the understanding of private security provision where public health, safety and security intersect. Important new insights are offered on the impact of the public health crisis on (the concept of) private security, and consideration is made relating to the longer-term role of the industry in the context of the crisis’ transforming potential of the policing landscape. Policing and Society - Registration at source 8/9/2021 Research article The Dynamic Nature of Police Legitimacy on Social Media In 2012, Bottoms and Tankebe put forward the notion that the legitimacy of criminal justice agencies is in flux and resembles an ongoing conversation between ‘power-holders’ and their ‘audience’. However, their dialogic approach has yet to be studied in empirical research in a policing and social media context. This paper provides an original contribution to their framework and illustrates the dynamic nature of police legitimacy on social media. Extensive fieldwork was carried out in Scotland and involved observation (n=134 hours) and semi-structured interviews (n=40) with police officers and civilian staff with social media duties, and focus groups with citizens (n=22). The research findings show that police legitimacy on social media is dynamic and has four key dimensions. Firstly, police officers and civilian staff cultivate their own sense of self-legitimacy on social media in accordance with the credibility of police information and their expertise in policing. Secondly, police officers and civilian staff communicate their legitimacy to citizens on social media drawing on formal and informal styles. It considers the 2018 report and recommendations of a parliamentary ‘Inquiry into the external oversight of police corruption and misconduct in Victoria’ by the Independent Broad-based Anti-corruption Commission (IBAC) Committee, along with the cases and scandals that fuel calls for reforms to the current system. It compares the extant hybrid model of civilian review and investigation between police and IBAC in Victoria with the civilian control model in Northern Ireland where investigations of police misconduct and corruption are undertaken exclusively by the Police Ombudsman for Northern Ireland (PONI). It reflects on the current social and political factors in Victoria which might support or undermine reform in the context of lessons from Northern Ireland, where policing and police oversight underwent extensive reform at the turn of the millennium.
