In light of recent Supreme Court precedents limiting the admissibility of statements to law enforcement in victimless prosecutions, the current study examined 130 cases of nonfatal strangulation (NFS) to determine whether case characteristics and themes across survivors’ on-scene statements can help prosecutors combat common legal defenses raised when victims are unavailable for trial. The history of prior violence and how only 6% of perpetrators stopped strangling victims on their own suggests that NFS complaints should be investigated as an attempted homicide until evidence suggests otherwise. Violence Against Women - Registration at source 5/7/2021 Research article Use of Vascular Neck Restraints in Law Enforcement: A Case-Study of Spokane, Wa The high-profile deaths of Eric Garner and George Floyd have led to legislative actions banning the use of neck restraints by law enforcement officers. The debates behind these policy changes are important, but they are also entirely lacking in any data on the actual use of neck restraints. We write neither to defend nor condemn the use of neck restraints by law enforcement; rather, we seek to provide information to assist with data-driven decision-making about the technique. We present data from a police department in Washington State where, prior to the May 2021 statewide ban on use of neck restraints, officers had used them quite regularly: 230 times over the previous eight years. Results indicate that neck restraints were typically used when dealing with subjects who were physically non-compliant or actively resisting police were associated with use of other physical tactics (rather than weapons), yielded a lower rate of injury to subjects but a higher rate of injury to officers, and resulted in no subject fatalities. Police Practice and Research - Registration at source 5/7/2021 Research article Fatal Officer Involved Shootings Following the Use of Taser Conducted Energy Weapons This study investigates the risks and causes of fatal officer involved shootings (OIS) following ineffective applications of TASER conducted energy weapons (CEWs). Content analysis of open-source records resulted in quantitative and qualitative characteristics and conditions associated with the ineffective application of CEWs resulting in fatal OIS. Research and field-use data indicate that CEWs were ineffective in as many as 47% of applications. From 1985 through 2020, 1349 fatal OIS followed ineffective applications of CEWs in the United States. Officers were more likely first to use CEWs to subdue minority suspects before fatally shooting them than they were with White suspects. In 14 instances since 2004, suspects shot and killed 16 law enforcement officers following ineffective applications of CEWs. The policy implications of the findings are articulated. This is the first study to examine the use of deadly force following the ineffective use of TASER technology. Police Journal - Registration at source 5/7/2021 Research article The Theory and Evidence Behind Law Enforcement Strategies That Combat Child Sexual Abuse Material This article presents a synthesis of current and innovative law enforcement strategies to combat child sexual abuse material. Six law enforcement strategies were identified through an international literature search and verified by experts via roundtable discussion. Six strategies were identified: public intelligence gathering, polygraph, proactive investigations, risk assessment prioritization, resourced taskforces and collaborative partnerships. Strategies are reported via an adapted version of the ‘EMMIE’ framework: effects, mechanisms, moderators, and implementation considerations. Through applying the adapted framework, this article explains how and why each law enforcement strategy may work, and identifies the factors that may impact each strategy’s success. As a result, this article offers a valuable resource for practice professionals across the globe. The synthesis does not include an assessment of whether prior evidence supports the strategies discussed.
