[AUDIO] RNZ (Radio New Zealand) 21/10/2021 News Over-Policing Black Bodies: the Need For Multidimensional and Transformative Reforms: An Introduction This special issue of JECJ presents empirical evidence, both qualitative and quantitative, that despite several decades of attempted police reform, Blacks continue to experience policing as a repressive social institution, whether they are engaged in crime or not. The research reveals continued patterns of racially disparate treatment during traffic stops, in police response to protestors, and in mainstream media representations of protest events. Consistent with this special issue’s theme, the over-policing of Black bodies is shown to extend beyond mere “perception” to a lived experience that is documented via social media and the narratives of individuals, including former police officers, directly affected by repeat and aggressive police encounters. The researchers make several recommendations to change the current empirical reality. Their reform recommendations include: altering current police training to center the needs of the community as identified by a broad spectrum of residents, especially those who have experienced multiple forms of trauma. Police culture research has identified officers’ perceptions of danger and cynicism toward the public as core concepts. No research to date has examined whether or how Hispanic and Latinx officers might differ from their White colleagues on these occupational attitudes. The present study uses data from a survey of police officers in a large, municipal department. Hispanic and Latinx officers are compared to White peers on perceived danger and cynicism. Results show that Hispanic and Latinx officers feel higher levels of danger but are less cynical. Implications for research and police policy are discussed. This is arguably because mass gatherings are assumed to carry a high risk of contagion yet, at the same time, peaceful public assembly is a protected human right. In this article, we explore this issue by using a case study to provide a detailed chronological interactional analysis of the policing operation surrounding a highly controversial public assembly that took place on Clapham Common in March 2021 in London, England. We explore the utility of a research and theory-based model for public order policing in pandemics as a framework for understanding the way the event evolved and identifying what lessons can be learnt for policing assemblies, both in future pandemics and more generally. We contend that ambiguity in the application of emergency powers and the potential for heavy fines to be applied using the legislation created a divergence between stakeholders and culminated in a leadership vacuum among protesters.
