New Zealand Police 12/1/2022 News Assessing the Impact of De‐escalation Training on Police Behavior: Reducing Police Use of Force in the Louisville, Ky Metro Police Department Changing police use of force policies and training to incorporate de-escalation tactics is one of the most routinely recommended police reform measures. Despite widespread promotion and proliferation of de-escalation trainings, to date, no research has empirically demonstrated that these trainings reduce use of force in the field (Engel, R. S., McManus, H. D., & Herold, T. D., 2020). Therefore, it is unknown if de-escalation trainings actually reduce force, have no impact, or have unintended consequences that possibly increase injuries to officers or citizens. We collaborated with the Louisville Metro Police Department (LMPD) in 2019 to evaluate the impact of the Integrating Communications, Assessment, and Tactics (ICAT) de-escalation training developed by the Police Executive Research Forum. Using a stepped-wedge randomized controlled trial research design, the panel regression results demonstrated statistically significant reductions in use of force incidents (−28.1%), citizen injuries (−26.3%), and officer injuries (−36.0%) in the post-training period. These significant reductions were larger than any changes in LMPD arrest patterns during the same period. Other possible time-based confounders were also considered; the combined analyses show robust, consistent, and immediate impacts on use of force counts after training Criminology and Public Policy 12/1/2022 Research article Towards Reflexivity in Police Practice and Research In their recent article, Bennell et al. (2021) address the ongoing series of critical incidents within law enforcement across the globe and the amplified public debate that ensured. The team of renowned international police scholars and practitioners intend to ‘provide insights into the fundamental issues related to police use of force’ (Bennell et al., 2021, p. 1) and work out what they perceive to be ‘urgent issues and prospects (p. 1)’. Since the author’s proposal is likely to influence future debates, we feel warrants that foremost the issue on how the issue of urgency is handled in the paper at hand deserves scientific attention. While Bennell et al. (2021) emphasize the importance of evidence-based policing for the further professionalization of policing, we advocate for reflexivity in modern police practice and research. Reflexivity calls for the analysis on preconditions and consequences of scientific perspectives themselves, thus touching issues of evidence of evidence. Non-Trivial Null Findings From Dallas, Texas Understanding if police malfeasance might be “contagious” is vital to identifying efficacious paths to police reform. Accordingly, we investigate whether an officer’s propensity to engage in misconduct is associated with her direct, routine interaction with colleagues who have themselves engaged in misbehavior in the past. Recognizing the importance of analyzing the actual social networks spanning a police force, we use data on collaborative responses to 1,165,136 “911” calls for service by 3475 Dallas Police Department (DPD) officers across 2013 and 2014 to construct daily networks of front-line interaction. And we relate these cooperative networks to reported and formally sanctioned misconduct on the part of the DPD officers during the same time period using repeated-events survival models. Estimates indicate that the risk of a DPD officer engaging in misconduct is not associated with the disciplined misbehavior of her ad hoc, on-the-scene partners. Rather, a greater risk of misconduct is associated with past misbehavior, officer-specific proneness, the neighborhood context of patrol, and, in some cases, officer race, while departmental tenure is a mitigating factor.
