In England and Wales, there are two contrasting sets of figures. An official survey of people’s experiences of offending, the Crime Survey for England and Wales (CSEW), suggests hate crime has been in steep decline for well over a decade. This short report explores the figures in more detail and considers other possible reasons for the rise. We analysed two publicly available datasets [1] about hate crime and examined other relevant statistics. Interviews were conducted with five experts in crime and justice policy, academia, hate crime investigations, prevention and victim support services.
