The deaths of unarmed black citizens at the hands of police have led to dramatic calls for police reform. Some observers claim that officers are poorly trained and unaccountable for their actions. In this study, I test whether measures of organizational training and accountability reduce the likelihood of unarmed fatal officer-involved shootings (OIS). The results suggest external review of deadly force may decrease the likelihood of fatal OIS of unarmed black citizens. Other training and accountability mechanisms are unrelated to, or increase the likelihood of, fatal shootings. More research is needed to determine the causal links between the training and accountability mechanisms outlined in this study and fatal police shootings. An experimental design was employed in Racine, WI and St. Louis, MO and found that STOP was effective in improving perceptions of the police, perceptions of procedural justice, and willingness to cooperate with police in both locations; limited evidence was found in youth’s willingness to file and knowledge about how to file a police report. Analyses in St. Louis found that race/ethnicity and grade level were associated with knowledge about how to file a police report. Crime and Delinquency - Registration at source 26/2/2022 Research article Temporal Variations in Calls For Police Service During Covid-19: Evidence From China This study examined the temporal variations in calls for service before, during, and after the COVID-19 pandemic lockdown in China using a sample of 37,124 police service calls made from January 1, 2019, to December 31, 2020 to a 110 command center in a county-level city in Hubei Province. There was a significant temporal effect, and the calls for service peaked between 08:00 and 19:59 throughout the entire period. The busiest hours of the day for calls for police service were between 12:00 and 19:59, and the calls peaked between 12:00 and 15:59 during the lockdown. The distribution of calls by weekday showed no significant pattern, with the exception of traffic-related calls. The results are discussed from the perspective of routine activity theory. New Zealand Police Association 25/2/2022 News The Effects of Building and Maintaining Rapport on Cooperative Mock Eyewitness Recall Although building rapport before an investigative interview is recommended—and sometimes empirically beneficial—to eyewitness memory, no research has experimentally examined the effects of maintaining rapport during a witness interview on adult eyewitness recall. As a result, the present study assessed the impact of rapport on eyewitness recall accuracy by comparing a pre-interview rapport only condition with a maintained rapport condition (where rapport was built before and maintained during the interview) and a no rapport control condition. Results revealed no benefits (or detriments) of building initial rapport—or any additional benefits of maintaining rapport—on witness recall quality, quantity, or ‘don’t know’ responses. Our findings suggest that rapport or its maintenance may not directly affect eyewitness recall. However, as rapport is a humane eyewitness interviewing technique with some empirical support, we still advocate for its continued use.
