Policing Insight 31/12/2021 Feature, Opinion Increasing Compliance With Domestic Violence Protection Orders: Investing in Perpetrator Education and Support As An Investment in Victim and Family Safety Domestic Violence (DV) is a persistent public health issue of global proportions affecting an estimated one in four women worldwide. Civil protection orders or domestic violence orders (DVO) are a legal tool used in many jurisdictions, including Australia, to hold the alleged perpetrators accountable and improve the safety of victims. However, the research on the effectiveness of these orders are mixed and perpetrator non-compliance with such orders continues to be a concern. Few studies examine the situational factors that impact compliance with orders, especially in relation to service engagement and support needs of perpetrators of DV during and beyond the protection order court process. Our study uses focus group data to explore the perceptions of police officers (n = 16) and prosecutors (n = 3) involved in policing and prosecuting DV and the compliance with relevant protection orders in two court districts in Queensland, Australia. Alleged perpetrators’ comprehension of their order conditions and intersecting experiences of social disadvantage and complex needs emerged as key factors influencing compliance, along with the role of timely engagement with alleged perpetrators during the court process to maximise respondent comprehension of order conditions and engagement with available and relevant support services. Policing and Society - Registration at source 31/12/2021 Research article Criminal Justice Responses to Domestic Violence and Abuse in England: An Analysis of Case Attrition and Inequalities Using Police Data Responding to domestic violence and abuse (DVA) poses significant challenges for the criminal justice system, with recent studies highlighting a number of significant gaps and failings in the nature of the police response in particular. This paper reports on findings from a component of the multi-stage ESRC funded project ‘Justice, Inequality and Gender-Based Violence’ (ESRC grant ES/M010090/1) that relates to 400 reported incidents of DVA involving intimate partners recorded by two police force areas in England in 2014. Drawing on this large data set concerning a wide range of incidents, this paper employs quantitative methods to analyse the trajectories of reports made to the police, and the factors that may influence their progress through, or attrition from the criminal justice system. In doing so, this paper finds that certain ‘inequality’ factors such as victim gender, vulnerability (including mental health) and incident type are found to impact the progression of cases through the criminal justice system. This work seeks to build on our understanding of what happens to incidents of DVA that are brought to the attention of the police by victims and survivors, and reflects upon how the outcomes of such incidents impact the broader debate concerning the pursuit of a formal, or criminal ‘justice’ in cases of DVA. [pdf] Alberta Law Enforcement Review Board 31/12/2021 Report Utilising police knowledge and skills: Experiences from police practitioners studying a police specific degree This article presents preliminary findings from a longitudinal study contributing to the current debate about police education and professionalising the police in England and Wales. The findings in this article are taken from a survey administered in 2016 to third-year students enrolled in a policing degree. Surveys were distributed to police officer students in the last year of their degree programme asking for their perceptions of the degree, their organisation's support for their learning and how they felt that learning was utilised in their workplace. Supplementary to the survey, interviews were conducted with the students after their graduation in 2018. The research findings suggest that students perceived the benefits of obtaining a degree-level qualification as fundamentally important to their professional development and personal decision-making at work. Early support initially received for study leave purposes, rarely extended beyond this practical provision. The extent to which police organisations valued the learning from the degree was perceived to be lacking. Senior-ranked students were more likely to be able to use and promote their newly acquired skills and knowledge in the workplace compared with lower-ranked students. Such findings may inform scholars’ and practitioners’ continued evaluation of police education reforms in England and Wales.
