Commissioner Carroll said watch houses were a "temporary solution", which for some young people was "the only way" to stop them re-offending. She said in the past 12 months, 100 more children were held in watch houses than the 12 months before. Most were between 15 and 17, and had committed "extraordinarily serious offences", she said.
