Connacht Tribune (Republic of Ireland) 15/9/2022 News Risk of Post-Traumatic Stress Disorder Following Major Disasters and Critical Incidents in Police Officers — a Systematic Review Police are exposed to potentially traumatic incidents at work, but the subsequent risk of post-traumatic stress disorder (PTSD) between major disasters and routine on-duty critical incidents is unclear. Following PRISMA guidelines, we searched Embase, PsycINFO, PubMed, Scopus, Web of Science, ProQuest and EBSCO until 18 March 2020 for prospective cohort studies of police exposed to work-related traumatic events and risk of PTSD. Two authors independently screened references by title, abstract, and full text and extracted data. GRADE was used to assess quality of evidence. From 2091 references, 19 studies were included. Only one reported risk of PTSD for exposed police relative to an unexposed control group after a plane crash (ORadj = 2.8 [95% CI 1.5–5.0]). Another study compared police to firefighters after a terrorist attack (full PTSD: OR = 3.29 [95% CI 0.74–14.60], partial PTSD: OR = 2.37 [95% CI 1.11–5.06]), a third compared prevalence rates among police after exposure to assault (PRadj = 2.0 [95% CI 1.2–3.5]), crowd control (PRadj = 1.6 [95% CI 1.1–2.1]), and recovery of bodies (PRadj = 1.7 [95% CI 1.2–2.3]) in the aftermath of Hurricane Katrina, while a fourth found an elevated risk of PTSD among those giving to medical assistance of victims (ORadj = 5.67 [95% CI 1.59–20.16]) and sustaining personal injury (ORadj = 4.67 [95% CI 1.31–16.43]) at a chemical plant explosion site. All other studies only included an exposed group. We found a weighted mean PTSD prevalence of 8.9% from 14 studies of major disasters and 10.5% among 5 studies of routine on-duty critical incidents. Generally, studies had limitations regarding selection and information bias as well as lack of confounder control. Low-moderate quality evidence suggests that police exposed to major disasters and on-duty critical incidents may have similar risk of PTSD. Studies comparing exposed to unexposed groups are needed for both exposure types. Geared towards the German situation, the concept of officer safety, which is anchored in training and practice, provides the central orientation for this. The paper argues for a comprehensive understanding of officer safety from the perspective of ecological dynamics, which direct impacts the scope of situational awareness and associated training. We provide the argument, that the key means of officer safety is communication, with the use of means being highly context dependent. As such, violent communication respectively violence as communication can be just as necessary as de-escalation, physical proximity be appropriate as well as distance. Navigating professionally through this context-dependent complexity needs a broad understanding of situational awareness that goes beyond the recognition of possible danger cues. According to this conceptualization we conclude by outlining several practical implications for police officers, police training and police organizations. The utility of this approach is contested by some, with debates concerning the economic, organisational, and social benefits of the use of volunteers within policing being paramount. However, it is the economic benefits that are often highlighted within this debate as public policing organisations come under increasing pressure, often as a result of reduced funding and increased demands for service. This article explores the potential economic benefits of one such under-reported volunteer role in England and Wales, that of the Volunteer Police Cadet (VPC) leader. Based upon original research involving VPC leaders, the article explores the commitment of such volunteers and discusses the potential economic and social benefits. The results indicate a clear economic benefit for policing organisations, whilst highlighting the social benefits for communities at large and for the VPC leaders themselves in terms of personal development. This research, whilst purely indicative rather than completely representative, illuminates the potential for the use of volunteers across a range of roles within policing which may have resonance across a number of countries. The development of resilience thus demands research and innovation investments also in the future, as emerging risks, both physical and human-made, may produce long-lasting consequences to systems critical to European safety and security. In EU-funded security research, resilience has formed a well-established concept even before current events and prolonged crisis, however, not uniformly across all law enforcement domains. This article focuses on border security research in the H2020 programme and analyses how resilience is addressed within this field. The H2020 programme underlines practitioners’ decisive role in determining the requirements for future technological solutions. Therefore, we concentrate on the initial stages of the systems design and development process, in particular the user requirements elicitation phase. The article’s specific aims are to identify preliminary resilience perspectives, which users convey forward in the design and development process, and propose future research directions to strengthen resilience thinking also in the border security domain.
