This article examines volunteer detention monitoring using original empirical data about prison Independent Monitoring Boards and police Independent Custody Visitors. Using a novel cross-institutional and cross-scale approach to data analysis, we draw on 129 semi-structured interviews with detainees, custody staff and monitors, alongside 41 days of non-participant observation in three prisons and three police custody suites. We find that volunteer monitors: (a) are inconsistently accessible to detainees, (b) face barriers observing and evaluating detention, (c) are viewed as low-status, low-impact actors and focus on individual bureaucratic failings rather than systemic issues and (d) face difficulties navigating inherent institutional power dynamics that challenge the independence of monitoring, exert pressure on monitors to be unobtrusive and deferential, and assimilate monitoring into processes of custodial control. European Journal of Criminology 17/3/2026 Research article What happens when someone reports a hate crime or incident? Police-reported hate crimes in Canada doubled from 2019 to 2023. Hate crimes and incidents significantly harm survivors of hate crimes and incidents and their communities. While research documents the underreporting of hate crimes and incidents, what is less understood are the experiences of survivors who report hate crimes and incidents. To explore this matter, we conducted a qualitative descriptive Community-Based Participatory Research (CBPR) study, interviewing 18 participants between February and May 2022 who had reported hate crimes and incidents to organizations in Edmonton, Alberta, Canada over the past five years. They shared several insights. First, how organizations respond to reports of hate crimes and incidents does not reliably meet the needs of people victimized by these occurrences and can significantly impact survivors. Second, understandings and experiences of hate crimes and incidents, and how organizations respond to them, are based on lived experiences of historical and ongoing systemic and societal discrimination. Third, interpersonal relationships, existing knowledge and beliefs, and previous experiences influence people’s choices to report a hate crime or incident. These insights have implications for organizations and governments supporting survivors of hate crimes and incidents. Timely, consistent, victim-centred, evidence-based services that address systemic gaps must be a priority. International Review of Victimology 17/3/2026 Research article From bias awareness to governance control: Regulating human factors across the forensic science evidence lifecycle Cognitive bias is widely recognized as a persistent source of error in forensic science, yet mitigation efforts continue to emphasize examiner awareness, ethical vigilance, and training-based interventions. Empirical evidence from cognitive science demonstrates that such approaches are insufficient to reliably control bias under real-world operational conditions. This paper applies a lifecycle-based governance analysis to forensic science practice, synthesizing empirical bias research with established models of bias cascade and bias snowball effects. Using the forensic science evidence lifecycle as an analytical framework, it identifies where contextual information, organizational pressures, and interdependent decisions allow bias to accumulate and persist across stages of forensic work. The analysis shows that procedural countermeasures alone—such as decision sequencing—are necessary but insufficient, particularly in high-risk decision environments. Effective bias mitigation instead requires governance mechanisms capable of regulating information flow, compartmentalization, independent review, reporting structure, and accountability across the full evidence lifecycle. By reframing cognitive bias as a governance obligation rather than an individual failing, this paper advances a practical, systems-based framework for improving forensic science reliability that complements existing accreditation and quality management structures.
