Policing and Community Safety Authority (PCSA) (Republic of Ireland) 8/4/2025 News, Video Child abduction murder investigations: an exploration of investigative barriers from the perspective of the Senior Investigating Officer Child abduction murder (CAM) is a rare offence within the wider spectrum of child victimisation offences, yet its occurrence carries catastrophic consequences for victims’ families, police officers and society in general. Its complex and infrequent nature indicates that there is limited knowledge available to investigators and academics. The present study addressed this paucity of literature by examining the investigative difficulties experienced by Senior Investigating Officers (SIO) from the UK during CAM cases. Semi-structured interviews with eight SIOs who had investigated a major CAM case were thematically analysed to identify the challenges faced by investigators during such investigations. Three cross-cutting themes of investigative challenges were identified: Media Management, Organisational and Procedural Complexity and Operational Stressors, each with their own subthemes and constructs. The identified themes are areas of research in their own right, which if examined in future research, have the potential to assist in the continued improvement of CAM investigations. The current study addresses a heavily under-researched form of criminal investigation and is the first to directly explore the investigative challenges synonymous with CAM investigations. The findings highlight areas that investigative agencies need to address to improve investigative practise. Policing Insight - Subscription at source 8/4/2025 Analysis, Feature, Innovation Improving rape and serious sex offences investigations This special collection is devoted to some of the academic work underpinning Pillars 1 and 2 of Operation Soteria Bluestone (OSB). OSB was an academic police collaboration whose aim was to construct a co-produced evidence-based framework to improve the investigation of rape and serious sex offences (RASSO). This paper provides a timeline for the phases of OSB collaboration, running from the pilot project through to the start of national implementation in England and Wales. A mixed-method approach was used. Data included: qualitative interviews with more than 100 police officers and prosecutors; the creation of a quantitative data set, an anonymised, four-year sample of all sex offences (n = 366,346) recorded by five forces between January 2018 and December 2021; and two types of case reviews (312 in total) including qualitative and quantitative data. This study reports research findings from phases of the project running from January 2021 to September 2023 involving five police forces. Recommendations arising from this work regarding what investigative best practices in RASSO should look like are outlined and a visual summary is provided. This study concludes with observations about the way forward. Journal of Criminal Psychology - Subscription at source 8/4/2025 Research article “A Gap Between Decision and Execution”: An Explorative Study of the Swedish Police’s Experiences in Implementing the 2015 Counter-Terrorism Strategy This study examines the Swedish Police’s perceptions and experiences in implementing the 2015 Swedish Counter-Terrorism Strategy, focusing on the intermediary strategic level that connects political decision-making with local practitioners. Using the Consolidated Framework for Implementation Research (CFIR), the study identifies barriers and facilitators across five domains: innovation, outer setting, inner setting, individual characteristics, and implementation processes. Semi-structured interviews were conducted with 14 participants from the National Operational Department (Noa), responsible for operationalizing the strategy or its critical components. The findings highlight systemic challenges, including misalignment between top-down directives and local priorities, resource limitations, and an emphasis on outputs (e.g., equipment procurement) over outcomes (e.g., prevention effectiveness). Key barriers included resistance to change, reliance on individual initiative, and a lack of clarity, motivation, and performance-based incentives. Structural and cultural factors, such as organizational autonomy and scepticism toward external mandates, further impeded implementation. Despite these obstacles, opportunities for improvement were identified. These include align national directives with local realities by engaging stakeholders early, transferring scientific knowledge on effective implementation to practitioners, recognizing individual contributions, and developing long-term, outcome-focused strategies. This research offers critical insights into the complexities of implementing counter-terrorism strategies within bureaucratic organizations, providing valuable lessons for similar contexts globally. Future research should incorporate regional and local perspectives to capture a comprehensive understanding of implementation dynamics across organizational levels.
