Policing Insight - Subscription at source 10/7/2023 Analysis, Feature Depolicing in Chicago: Assessing the Quantity and Quality of Policing after the Fatal Police Shooting of Laquan McDonald The release of dashcam footage showing a Chicago Police Department (CPD) officer fatally shooting 17-year-old Laquan McDonald in 2015 placed extraordinary scrutiny on CPD to avoid another controversial case of police misconduct. Using data on arrests as well as traffic stops and searches, we assess whether the quantity and quality of policing in Chicago changed after the video documenting this vivid incident of deadly force was released. We find that while both felony and misdemeanor arrest rates declined after Laquan’s murder was publicized, this event had no discernable impact on traffic stop rates, contraband hit rates, or the ratio of felony to misdemeanor arrests. Supplemental analyses reveal that declines in felony arrest rates were most pronounced in majority-Black districts due to reductions in drug possession and firearm arrests. Our findings provide nuanced evidence of a depolicing effect that may reflect attempts by CPD to reclaim legitimacy following this pivotal event. Policing has not been one of those. In part, it’s because it’s not only a descriptive problem, it’s also a normative one. Once you start to address the question of what do police do, then you also have to wrestle with the much meatier issue of ‘what do we want police to do’? In this paper, we exercise our theory chops in order to advance a new conceptualization of who police are, what they do and what do we, citizens, want them to do. Drawing on the relevant literature, and on our own individual and combined experiences, we argue these questions can be answered in one simple over-arching concept: the modern police institution exists to un@ck people’s problems. The roadside drug testing program has been expanded since it was introduced 15 years ago, and will now detect the presence of cocaine, alongside MDMA, THC (the active chemical in cannabis) and methamphetamine. 9 News (Australia) 10/7/2023 News Police, ambulance and psychiatric co-response versus usual care for mental health and suicide emergency callouts: A quasi-experimental study Objective: Mental health–related calls to emergency services made via 111 (New Zealand) or 000 (Australia) often represent critical junctures for the person in crisis. Traditionally, police, ambulance and mental health services work separately to manage such emergencies. Sequential agency responses may be protracted and cause escalation. This study tests multi-agency co-response aiming for more integrated, faster, safer and less coercive management of mental health crises. Methods: Immediate and 1-month outcomes of mental health emergency calls made to police and ambulance were compared according to whether they occurred on days with co-response availability. Outcomes measured included emergency department admission and waiting times, psychiatric admissions, compulsory treatment, use of force, detention in police cells and the time to resolution of the event. Relative risk estimates were constructed. Results: A total 1273 eligible mental health emergency callouts occurred between March 2020 and March 2021 (38% coded ‘mental health’ emergencies, 48% suicide risk and 14% as ‘other’), 881 on days with co-response availability and 392 on days without. Co-response interventions were resolved faster and were more likely to be community-based. Fewer than one-third (32%) led to emergency department admissions, compared with close to half (45%) on days without co-response (risk ratio: 0.7 [0.6, 0.8]).
