Adopting a ‘backcasting’ approach to the challenge of tackling the illicit financial flows driving organised crime, De Montford University Visiting Fellow Dr Chris Allen envisages Project Artemis, a partnership model that would see private-sector specialist financial investigators deployed as ‘financial bounty hunters’ to target the funds and assets of organised criminal businesses.
