The Divert out-of-court disposal scheme has seen a significant drop in reoffending rates among criminals in Cleveland by addressing underlying needs such as drug and alcohol abuse and mental health issues, and its success is now attracting interest from a number of other forces and agencies, as Policing Insight Deputy Editor Sarah Gibbons reports.
