FEATURE: Among the less visible effects of a decade of UK police funding cuts is the loss of spaces where officers can rest, eat, and talk to each other, a loss that could increase the risks of personal and professional isolation, and damage officer wellbeing; a new study led by Dr Carina O’Reilly (University of Lincoln), Nick Kealey (Liverpool John Moores University) and Dr Sean Bell (Open University) will look at how the provision of rest spaces has changed, and the impact on police officers and their wellbeing – and you can get involved.

OPINION: The NPCC’s Children & Young Persons Policing Strategy will aim to create “a culture of child-centred policing”, but too often police and other agencies overlook the impact of homelessness on young people’s vulnerability; Met Police Chief Inspector Dr Andy Briers, who has devoted most of his career to working with at-risk young people, sets out some of the challenges and opportunities for policing to improve support for homeless youngsters and divert them away from the criminal justice system.

FEATURE: A recent report by the UK’s cross-party Home Affairs Committee has warned that policing the continuing Israel-Gaza protest is pulling resources away from areas such as neighbourhood and response policing and is damaging officer wellbeing, with MPs urging the Government to take steps to address the issues of both police resourcing and hate crime, as Policing Insight’s Sarah Gibbons reports.

FEATURE: A recent survey of An Garda Síochána officers and staff highlighted concerns around training, a lack of performance culture, and poor change management, while at a Policing Authority meeting discussing the report, Commissioner Drew Harris told Authority members that 27% of the force’s staff had applied to transfer ahead of a new bill which would remove their Civil Service status, as Policing Insight’s Sarah Gibbons reports.

ANALYSIS: Police forces in England and Wales are regularly assessed to see how well they meet demand and provide public service; Jon Freegard, Principal Consultant (Workforce Planning) at Skills for Justice, explores how these assessment cycles work, and how workforce planning and leadership development efforts are graded.

INNOVATION: Resource pressures, heavy workloads and improving service delivery are among drivers for policing to adopt machine learning algorithms to increase capacity and capability; but Research Fellow Hazel Sayer, machine learning specialist Dr Tamara Polajnar and Senior Research Fellow Dr Ruth Spence warn that key stakeholders need to be involved in determining the problem to be addressed, whether the algorithm is the right solution, and whether the force has the capacity to develop the technology and respond to its output.

FEATURE: A new report not only highlights the significant increases in wildlife trafficking – described as “off the scale” on some routes – but also the successes of a financial taskforce which is using traditional anti-money laundering and proceeds of crime techniques to target and disrupt offenders and supply chains, as Policing Insight’s Sarah Gibbons reports.

ANALYSIS: With law enforcement approaches in various jurisdictions encountering both common and unique challenges, efforts to reform policing models have taken different forms and have had varying levels of success; Policing Insight’s Matthew Wood compares and contrasts the main reform efforts in Canada, the Republic of Ireland, the UK and the US over the past decade, exploring the successes and highlighting where more needs to be done.

ANALYSIS: Last week the UK Government unveiled its “narrower and more precise” definition of extremism; but Dr Chris Allen, Associate Professor and Extremism Hub Lead at the University of Leicester, warns that the definition’s non-statutory footing, the absence of any reference to the Prevent strategy, and the risk that labelling of extremists could be by ministerial decree are all adding to the confusion and concern around the new definition.

OPINION: With increased evidence of police officers around the world experiencing growing mental health trauma and PTSD, Neil Woods, a former undercover drugs officer and chairman of the Law Enforcement Action Partnership (LEAP) UK, believes policing urgently needs to explore the psychiatry revolution involving psychedelic medicine to protect officers’ mental health.

OPINION: The Renters (Reform) Bill should introduce a better deal for tenants, but also looks set to make victims of domestic violence more vulnerable to short-notice evictions without assessment or support; Generation Rent Chief Executive Ben Twomey, a former PCC candidate and policing and criminal justice specialist, believes the Government needs to rethink parts of the Bill in order to protect victims and support policing’s efforts to tackle and reduce domestic abuse.

FEATURE: New research by the University of Nottingham Rights Lab and ECPAT UK has found that dwindling police and local authority resources, increased workloads, lack of training, institutional biases, and changing political priorities have led to a significant rise in child exploitation through modern slavery, prompting calls for a comprehensive national strategy, as Policing Insight’s Sarah Gibbons reports.

ANALYSIS: The latest statistics for England and Wales indicate that levels of recorded crime have fallen to an all-time low, yet there has been little mention of the significant drop by the media, the Government or forces themselves; in this second of two articles, Policing Insight’s Ian Wiggett considers the implications for how police performance is judged.

FEATURE: This month will see 34 forces across England and Wales joint community and business partners to take part in a series of Safer Business Action days to tackle the significant increase in retail theft and violence against shop workers – an initiative which is also set to be expanded to include the night-time economy, as National Business Crime Centre Lead Supt Patrick Holdaway explained to Policing Insight’s Sarah Gibbons.
