Foreword by NPCC Crime and Operations Committee lead, Assistant Commissioner, Louisa Rolfe.
I am very pleased to take this opportunity to invite you to attend our third virtual National Vulnerability Knowledge and Practice Programme (VKPP) Conference on Wednesday 15th March 2023, which will focus on the priority area of protecting children and adults affected by vulnerability related risk and harm. The conference will be hosted by DCC Maggie Blyth.
In my local and national policing capacities, I know this continues to be a very challenging area facing policing and partners, with increasing levels of demand, harm, complexity and scrutiny. Key publications over the last 12 months, including Inquiry reports, reviews and inspections, have continued to highlight the importance of policing, alongside partners, working to improve our collective ability to safeguard children and adults and disrupt and pursue those causing harm.
The remote conference will provide policing colleagues and partners an opportunity to come together to explore the latest knowledge, research and innovation across the vulnerability space. We have an exciting range of inputs from key system leaders inside and outside of policing and the Vulnerability Knowledge and Practice Programme (VKPP) team.
Across the day, delegates will have the opportunity to explore:
- Progress on how policing is responding to Violence Against Women and Girls (VAWG).
Insight around those perpetrating vulnerability related offences, including understanding, disrupting and managing risk. - Progress on Operation Bluestone/Soteria, an evidence-based approach to dealing with rape and serious sexual offences.
- The barriers and enablers to listening to the voice of the victim within police investigations and strategic decision making.
- Innovation and achievements of police officers, staff and partner organisations in addressing approaches to listen to Voice of Victim and/or those striving to strengthen responses to VAWG.
- The importance of Leadership, partnerships and culture to drive transformational change.
The event is free, and I would encourage key leaders involved in developing, shaping and leading safeguarding and public protection responses to attend. The conference would also benefit those in the research community who are leading, commissioning and undertaking research in this area. We would also encourage wider stakeholders working in partnership with policing at a local and national level to join us.
