Profile
Owen is a retired Chief Superintendent, former Head of Specialist Operations and specialist in crowd policing, operational and contingency planning. He holds a Masters Degree with Distinction from Cambridge University in Applied Criminology and Police Management. After a 30-year career with West Yorkshire Police, Owen retired from policing in 2019 and became a research fellow at Keele University, before joining Edge Hill University as a Senior Lecturer in Policing in 2021, retiring in July 2025. Key roles held during his policing career included Commander of Specialist Operations (a department of 1,600 people with a portfolio span that included firearms, specialist firearms, VIP protection, firearms licensing, public order, roads policing, police horses and dogs, contact, and specialist search); co-author of Prevent, the first national police strategy targeting violent extremism; head of force training and organisational development; strategic director of the force’s programme of change; and force lead for public order policing.
