Joe is Head of Research and Policy for Crest Advisory. As the former Cabinet Member with responsibility for youth crime at the London Borough of Islington and as a contributor to the DfE Tackling Child Exploitation Support Programme, he has unparalleled insight into county lines drugs networks and serious youth violence. A highly experienced researcher, campaigner and policy professional, with 18 years’ experience working in politics, national and local government, the voluntary sector and the private sector, Joe has specialised in policy development across a range of social and criminal justice areas including child criminal exploitation (CCE), county lines drugs networks, serious youth violence and drugs policy. He also has expertise in services for children in need of help and protection including corporate parenting, safeguarding and managing adolescent risk. Joe is part of the consortium commissioned by the Department for Education to deliver the tackling child exploitation support programme to local areas.
