Frank Norbury is a Policy and Research Officer at PACTS (Parliamentary Advisory Council for Transport Safety), which advises members of the House of Commons and the House of Lords on air, rail and road safety issues. He joined PACTS in November 2018 and is the author of the most recent PACTS report: “Roads policing and its contribution to road safety”. Frank’s areas of work at PACTS include, amongst others, roads policing, e-scooters and autonomous vehicles. He is also currently leading a piece of PACTS research into the feasibility of using alcohol interlocks (“alcolocks”) as part of drink-drive offender rehabilitation programmes.
