OPINION: Policing in the UK faces a major challenge around recruitment and retention, with much of the debate focused on recruits’ resilience, life experiences, and expectations; but Professor Tony Blockley, Head of Criminology, Investigation and Policing at Leeds Trinity University, believes that such discourse overlooks both generational differences and entrenched police practices, and argues that it’s time to “refocus the lens”.

ANALYSIS: When police look to campaign against and raise awareness around knife crime, they often use images of knives and bladed weapons as part of the prevention message; but former police officer and now police trainer Graham Goulden warns that the use of such imagery by policing and other organisations can often have the negative effect of normalising knife-related violence.

ANALYSIS: Next week will see police and crime commissioner, mayoral and local council elections in the UK, with a general election due in the next few months; former police officer Mark Brown, now a policing commentator and associate lecturer at the University of Southampton, looks at the neighbourhood policing proposals being put forward by the two main political parties, and how they could affect frontline delivery.

INNOVATION: In the search to find the ultimate lightweight, flexible yet bullet resistant body armour, scientists are now turning to spider silk; but Manchester Metropolitan University Professor Lloyd Strickland says this apparently cutting-edge approach is nothing new, having first been identified by a pioneering philosopher more than 300 years ago.

ANALYSIS: In the UK, partners or family members are responsible for nearly half of all female homicides, but there is an increasing rate of statement withdrawal from victims in high-risk domestic abuse cases; the LSE’s Professor Tom Kirchmaier and Dr Ekaterina Oparina highlight the alarming relationship between a police officer’s workload and the rate of withdrawal of statements by victims.

FEATURE: In 2014, six men from Portsmouth left the city to join ISIS in Syria, prompting a media storm and significant tensions among the city’s communities, and influencing the development of the UK’s Prevent Strategy; University of Portsmouth Policing Lecturer David Knowles, who was the officer responsible for the police response to the incidents and became the national lead for Prevent in education, looks back at the impact on the city and policing, and how those events have shaped Prevent over the past decade.

OPINION: The influx of county lines drug gangs from English cities into Scotland has led to increased violence and the exploitation of local youngsters; but SNP Policing spokesman Allan Dorans argues that a desire among the mainstream media not to raise racial tension or anti-English sentiment has led to a lack of coverage of the issues which has had consequences for policing.

ANALYSIS: As part of his speech to the recent Milpol Asia-Pacific Conference in Singapore, Australian Border Force Commissioner Michael Outram highlighted the potential that artificial intelligence offers his force and others in detecting and disrupting criminal activities and responding to crises.

INNOVATION: With policing coming under growing pressure to leverage the benefits of artificial intelligence (AI), Assistant Professor Dr Eric Halford, a former officer and now Associate Researcher in policing and development, explores the potential for police forces to improve efficiency and effectiveness through greater use of general purpose AI, as well as the associated challenges, and the pitfalls to avoid.

OPINION: While the Canadian public support efforts to fight crime, Professor Irvin Waller of the University of Ottawa and PhD candidate Jeffrey Bradley of Carleton University argue that current proposals to increase incarceration won’t deliver the desired reductions, and point instead to crime prevention approaches pioneered in Scotland as a more viable option.

OPINION: Former Scottish police officer Graham Goulden, now a police trainer, believes that recent examples of street violence highlight the need for action rather than words, and points to the success of the Scottish Violence Reduction Unit’s long-term violence prevention approach – using a combination of enforcement, collaboration and community involvement – as an effective strategy moving forwards.

OPINION: Policing’s growing focus on equality, diversity and inclusion, and fears that officers will be increasingly dragged into adjudicating “abusive spats” online under Scotland’s new Hate Crime Act, are the latest example of a wider debate that needs to be had, argues former Police Scotland Superintendent Martin Gallagher – one which considers what the police are really for, and the danger that policing’s key purpose is being sidelined in favour of diversity.

OPINION: Algorithms are used to predict the risk of criminal behaviour, drug use and reoffending in a number of countries (as well as being employed widely outside the criminal justice sector); but Associate Professor Tatiana Dancy of the University of Melbourne argues that decisions should only be taken – and penalties applied – on the basis of behaviour, not other physical, mental or social characteristics fed into predictive tools.

FEATURE: University of Portsmouth Policing Lecturer David Knowles and Teaching Fellow Claire Smith visited a number of further education colleges near the city to encourage students to apply for the University’s professional policing degree; as well as learning the best ways to engage young people, they also identified some important digital communications lessons for policing.

OPINION: The NPCC’s Children & Young Persons Policing Strategy will aim to create “a culture of child-centred policing”, but too often police and other agencies overlook the impact of homelessness on young people’s vulnerability; Met Police Chief Inspector Dr Andy Briers, who has devoted most of his career to working with at-risk young people, sets out some of the challenges and opportunities for policing to improve support for homeless youngsters and divert them away from the criminal justice system.

INNOVATION: In the second in a series of articles exploring how artificial intelligence (AI) can be used in policing, Chief Philip Lukens looks at how wearable sensors and AI can enhance the physical and mental health of law enforcement professionals, echoing the NASA model to ensure that officers are not “compromised by cheap and inadequate healthcare”.

OPINION: The recent budget announcement by the UK Government included £230 million set aside to fund new technology that can make policing more productive and efficient; but Professor John Coxhead of the University of East London argues that investing in drones over detectives and replacing bobbies with bots is not the right plan.

OPINION: After more than 30 years in policing, David Marshall, now a criminology lecturer and author, argues that for policing to more effectively meet the challenges it currently faces, it must concentrate on the issues that are priorities to the public – such as detecting and preventing crime, and responding to emergencies – rather than on internally focused diversity, equity and inclusion campaigns.

ANALYSIS: Last week the UK Government unveiled its “narrower and more precise” definition of extremism; but Dr Chris Allen, Associate Professor and Extremism Hub Lead at the University of Leicester, warns that the definition’s non-statutory footing, the absence of any reference to the Prevent strategy, and the risk that labelling of extremists could be by ministerial decree are all adding to the confusion and concern around the new definition.

FEATURE: University of Aberdeen Postgraduate Researcher Janine Ewen – a GLEPHA Associate and leading harm reductionist – has wide-ranging academic understanding of policing and vulnerability, as well as extensive lived experience; in this article she shares some of her knowledge and ‘top tips’ for those looking to work more closely in the policing of vulnerable communities.

FEATURE: In the wake of recent reports and inquiries, and his own experience as the former Regional Director for London at the Independent Office for Police Conduct, Sal Naseem recently called for “structural reform” of the Met, more investment in police leadership, and a new approach to the current “fragmented system of police accountability”, as Policing Insight’s James Sweetland reports.

OPINION: With increased evidence of police officers around the world experiencing growing mental health trauma and PTSD, Neil Woods, a former undercover drugs officer and chairman of the Law Enforcement Action Partnership (LEAP) UK, believes policing urgently needs to explore the psychiatry revolution involving psychedelic medicine to protect officers’ mental health.

OPINION: A recent UK cross-party parliamentary report highlighted the cost to date of policing the protests around the war in Gaza, suggesting that this burden could prevent police from carrying out other duties effectively; but Eric Heinze, Professor of Law and Humanities at Queen Mary University of London, warns that failing to adequately fund public order policing to safeguard people’s rights to demonstrate could significantly reduce opportunities for legitimate public protest.

OPINION: The Renters (Reform) Bill should introduce a better deal for tenants, but also looks set to make victims of domestic violence more vulnerable to short-notice evictions without assessment or support; Generation Rent Chief Executive Ben Twomey, a former PCC candidate and policing and criminal justice specialist, believes the Government needs to rethink parts of the Bill in order to protect victims and support policing’s efforts to tackle and reduce domestic abuse.
